Does the watch in full function?

Sorry, the watch is Japanese automatic movement, it hasn't chronograph function. If Japanese quartz movement, it is full functional.

Please advise if the back of the watch is a ion-plated back with panerai engraving or a see through glass

This model comes with a see through glass on the back.

if get a scratches on the black body of the watch it does show the silver that is under the black paint ?

The watch will be made in a scratch resistant material which is all black and even if scratched, the watch will not show a silver material.
